Lincoln Man Faces Several Felony Charges

LINCOLN -- A Lincoln man was arrested July 21 on charges of kidnapping, felony second degree battery and misdemeanor third degree battery after pulling two girls into a ditch and tying them up with duct tape, according to a probable cause -- preliminary report from the Office of the Prosecuting Attorney.

Lincoln Police Department responded to a call at 1217 Maple Lane in reference to a person tying up a female juvenile, according to the report.

Damian Kelley, 22, 169 Chestnut Circle, Lincoln, was arrested after police said he pulled two girls, a 15-year-old and a 9- year-old, into a ditch and tied them up with duct tape, according to the report.

The two girls showed Officer Mike Anderson where the incident took place, according to the report. The 15-year-old said Damian Kelley bound both she and a nine-year-old with duck tape at their wrists and ankles. Then he made both get into a ditch.

The oldest girl told police Kelly shoved a sock into her mouth. She said he showed her a picture of someone performing oral sex on a man and told her that was what he wanted her to do to him.

The youngest girl told police Kelley covered her mouth with duck tape before trying to blindfold her.

The youngest girl told police she was able to free one of her hands and help free the older girl. She said her brother then saw them in the ditch and called out to them. Kelley told them to stay and not tell but both girls left with the brother.

Anderson, the reporting officer, said the youngest girl showed him abrasions on her left ankle which resulted from being bound with the duct tape. Also the older girl had redness on her wrists and ankles where she had been bound with the duct tape.

Anderson stated in his report that he searched the crime scene and found a roll of black duct tape, socks and a sock which had been taken out of a new package. He said he also found several cockleburs on Kelley's clothes which were at the scene, located several feet off North Street in the brush.

Kelley was advised of his rights and signed a rights form, although he denied being in the ditch with the two females. He said he wanted to see an attorney and the police interview ended.

Kelley was transported to Washington County Detention Center.

"I can't give too much information because this is an on-going investigation and we're still doing interviews," said Lincoln Police Corporal Brian Key.

Kelley was still in jail on Friday and is being held on a $75,000 bond, according to the report.
