Planning Commission Considers Full Agenda

Prairie Grove Planning Commission approved a conditional use permit Thursday night for Action Auto & Towing, with the requirement that the owner install a privacy fence so any vehicles stored on the property will be hidden from view.

Gary Howard of Bethel Heights owns the business and appeared before the Commission to answer any questions. Howard said he will use less than an acre for his business, located at 11600 Cactus Jack Road.

If the business expands beyond an acre, Howard would have to return to the city with a large scale development plan.

Prairie Grove Police Department cited Howard in November 2015, for violating the city's zoning ordinance for failing to request a conditional-use permit, failing to submit a large scale development plan and violating the ordinance's paving requirement.

At that time, Howard had expanded his business by parking cars in an adjacent pasture. Since then, Howard has moved vehicles from the pasture and is using less than an acre for his business. Large scale development plans are required for developments that are an acre or larger.

The Planning Commission also approved two rezoning requests.

Mike Fidler asked that property at 13114 W. Highway 62 be rezoned from agriculture A-1 to commercial B-2 (neighborhood commercial) and Jimmy Dean asked that property at 12466 W. Highway 62 also be rezoned from A-1 to B-2. The Commission's recommendation to rezone the properties will be forwarded to Prairie Grove City Council for final approval.

In other action, Commission members approved two requests for large scale development permits.

Last month, Mark Silva first requested a large scale development permit for a retail building at the corner of U.S. 62 and Little Elm Road but the Commission tabled the request for additional information.

Thursday, Silva's request was approved, with the requirement that he install sidewalks on both sides of the property, along U.S. 62 and along Little Elm Road. He also is required to install a fire hydrant.

Another large-scale development permit was approved for Larry Stephens for property at 10969 Danny Bryan Road. This property is near Silva's parcel.

The Commission also approved a request to rezone Stephens' property from A-1 to B-2. The City Council will have to give its final approval on this.
